Tender for Dun Laoghaire Rathdown (DLR) Public Participation Network Five Year Strategic Plan
Introduction
The main focus of DLR Participation Network (PPN) is to assist groups participate more in local authority decision making. There are approximately 570 groups in the network from three pillars or colleges: environmental, social inclusion and voluntary and community. DLR PPN has approximately 32 seats on Dún Laoghaire-Rathdown Council Strategic Policy Committees (SPC), the Local Community Development committee (LCDC), and the Joint Policing Committee (JPC). The network is governed by a 9-person Secretariat, which is comprised of three members from each of the three pillars or colleges.
Five Year Strategic Plan
DLR PPN would like to develop a five-year strategic plan for the period 2024– 2028 and would like to engage the services of a consultant, to deliver this plan and present the plan to the PPN at the end of 2023. In particular, the PPN would like to focus on the following areas:
- Succession Planning
- Communication between all members of the PPN,
- Improvement of operational skills of PPN members,
- Improvement of functions of the PPN (such as linkage groups and thematic groups).
- Representatives’ engagement between themselves, membership, and stakeholders.
- Identify the training needs to implement this plan.
This plan should align with DLR County Development Plan, DLR Local Economic Community Plan, DLR PPN Vison for Community Wellbeing Statement, PPN Handbook, DLR PPN Constitution and other relevant local and national plans.
Project Management
The successful candidate will guide this PPN through a strategic planning process to arrive at a finished product no later than 31 October 2023. The consultant will present their planning process to the Secretariat and will use a wholly participatory methodology including as many different stakeholders as possible. It is envisaged that a number of processes will be used, including questionnaires, surveys, semi-structured interviews, focus group discussions with other methods.
Budget
A total budget of €6000 euro is available which is inclusive of VAT.
Timeframe
The closing date for a response to this expression of interest is Wednesday 14th June 2023 at 12 noon. Project start date 26th June 2023 and the final date for completion of the project is 15 November 2023.
Criteria for submissions
DLR PPN reserve the right to consider candidates deemed suitable and do not bind themselves to having to accept the tender/expression of interest with the lowest stated price.
The Secretariat will score the applications on the following criteria:
Qualifications/relevant experience and track record: 30%
Proposed methodology and understanding of the brief: 50%
Cost of successful project delivery and value for money: 20%
Total: 100%
